During the year, a wave of scandals related to the presence of Russian citizenship among officials or their closest relatives swept through Ukraine. Many of these facts go unnoticed by the authorities.

In particular, law enforcement agencies are still not interested in the chief prosecutor of Kyiv Oleg Kiper. On February 2, 2023, the journalists of “Схеми” reported that his wife Irina Kipera still has a valid Russian passport and an individual taxpayer number of the Russian Federation.

Later it turned out that Irina Kiper for almost 2.5 years cooperated with the Russian organization “Vestnik Eurasia”, associated with the FSB of the Russian Federation. The prosecutor’s wife is included in the closed database of the Russian Federation, access to which requires special admission. This may indicate that Keeper is a “legendary person” in Russia.

Before he was appointed the Chief Prosecutor of Kyiv, Oleh Kiper worked as a freelance adviser to Andriy Yermak. He held high positions in the Prosecutor General’s Office of the Yanukovych-Pshonka era. Keeper fell under lustration, but was later able to be reinstated in office through the court and received 800 thousand UAH of compensation.

Earlier, the Russian passport was found in the possession of the Deputy Chairman of the Supreme Court of Ukraine, Chairman of the Cassation Economic Court Bogdan Lvov. The SBU found that Lviv first received a Russian passport in 1999, and in 2012 continued its validity. His wife also has Russian citizenship. The judge was fired on the second attempt. He is now trying to reinstate himself.

In July 2022, the DBR reported that the deputy chairman of the Kharkiv Regional Council, Bogdan Risovanny, had a passport of a Russian citizen. He received it in occupied Sevastopol in 2014. In September of the same year, Drawn was removed from office.
Recently it became known about the Russian passport of the head of the Kyiv Regional Football Association Andriy Zasukha.

Unlike these officials, there has been no reaction to prosecutor Oleg Kiper’s Russian connections. This may be due to the patronage of Andriy Yermak personally.
